Shri Piyush Goyal Launches LEADS 2024 Report to Boost India’s Logistics Sector
Union Minister Shri Piyush Goyal unveiled the Logistics Ease Across Different States (LEADS) 2024 report, highlighting the importance of better logistics planning to attract investments. He urged states to create action plans and focus on regional and city-level logistics for last-mile connectivity. Shri Goyal emphasized the role of public-private partnerships (PPPs) in building multi-modal hubs, promoting transparency, and reducing costs.

Green and Sustainable Logistics
Shri Goyal called for eco-friendly logistics to drive sustainable growth. He emphasized the adoption of advanced technologies like Artificial Intelligence, Machine Learning, and Data Analytics to modernize the sector.Inclusivity and Skill Development
The Minister stressed workforce inclusivity and encouraged greater participation of women. He also underlined the need for skill development to strengthen the workforce in the logistics sector.LEAD Framework for Logistics
Shri Goyal introduced the LEAD framework, focusing on Longevity, Efficiency, Accessibility, and Digitalization to transform logistics and prepare India for economic growth by 2047.
Performance of States in LEADS 2024
The report evaluates states based on four pillars: Logistics Infrastructure, Services, Operating Environment, and Sustainable Logistics. States were grouped into four categories:
- Coastal States: Gujarat, Karnataka, and Tamil Nadu were among the achievers.
- Landlocked States: Haryana, Telangana, and Uttar Pradesh led the category.
- North-Eastern States: Assam and Arunachal Pradesh emerged as top performers.
- Union Territories: Chandigarh and Delhi ranked high.
LEAPS 2024 Awards
The Logistics Excellence, Advancement, and Performance Shield (LEAPS) awards celebrated leaders in logistics across various categories:
- Core Logistics: DP World Rail Logistics (Rail), CJ Darcl Logistics (Road).
- Startups: Myzek Logistics (Operations), Sarvodaya Infotech (Technology).
- MSMEs and Institutions: Shipwaves Online Limited and Indian Institute of Management, Mumbai.
New Initiatives
Shri Goyal also launched:- PM GatiShakti Course: A 15-hour course on infrastructure planning, accessible on the iGOT Karmayogi and UGC SWAYAM platforms.
- Logistics Cost Framework: A new report by NCAER to assess logistics costs in India using data from domestic and international cargo.
Vision for the Future
The LEADS report and related initiatives aim to foster competitive federalism and innovation, making India’s logistics sector globally competitive. These efforts align with the vision of transforming India into a $32 trillion economy by 2047.
